The OECD
Phil Lambert Consulting has been contracted by the OECD for several projects since 2016 contributing to various elements of the OECD Education 2030 initiative, leading target groups as session moderator, and as co-author of and contributor to reports arising from the annual 2030 Global Forums. Dr Lambert led the OECD Curriculum Content Mapping project which involved project design and development of the mapping tools and manuals. PLC trained and led curriculum policy representatives from 15 countries in the mapping of their national curricula to identify the extent and depth to which specified competencies were identifiable in these key policy documents.

UNESCO
PLC has been engaged by UNESCO to undertake three projects supporting its work globally and in the Asia-Pacific region. These projects included the review of Climate Change Education across the Globe reporting on the quality of approaches and programs; the Asia-Pacific review and report on Australia’s policy, curriculum materials and school implementation in relation to the teaching and assessment of transversal skills (21st Century skills/competencies) as part of the UNESCO Asia-Pacific research study and the Assessment of Transversal Competencies in the Asia-Pacific, and as an expert member of the Asia-Pacific Education for Sustainable Development Network guiding and supporting Ministerial-appointed education leaders from the Asia-Pacific including presentations at ESD-NET seminars in Indonesia and Malaysia.

The World Bank
Contracted by The World Bank to undertake two projects as part of its ASEAN focus: Contributing to the research report and presentations at the ASEAN+3 forum in South Korea on transformational competencies in school education and links to employment outcomes; and liaison with the Vietnamese Ministry of Education and Training and World Bank to provide advice and present background to Australia’s Early Years Learning Framework to policy officers, academics and delegates from the early childhood sector in Hanoi.

Japan
Dr Lambert has supported reforms in Japan having served as an expert international member of the Innovative Schools Network Advisory Board. Phil Lambert Consulting has also supported the Ministry of Education, Culture, Sports, Science and Technology in the revision of Japan’s National Curriculum and facilitated professional exchange between agencies in Japan and those in other countries.

South Korea
Phil Lambert Consulting has enjoyed a positive relationship with education agencies in South Korea having collaborated with the Ministry and the Korean Institute of Curriculum and Evaluation on several projects including the role of textbooks in contemporary schooling, the impact of COVID on countries meeting their Quality Education targets of the UN Sustainability Goals and skills policy for an education growth model.

China
Phil Lambert Consulting and Dr Lambert have a long engagement with China dating back to when Dr Lambert established 60 sister-schools between Sydney schools and those in Shanghai, Hangzhou, Chengdu and Nanjing and facilitated partnership agreements between Chinese provinces and Australian agencies. Dr Lambert represented Australia at the Shanghai Expo providing an opening address to NSW Week in the Australian Pavilion and has led three professional study delegations of principals to China. Dr Lambert has led workshops and provided keynotes in Beijing, Shanghai, Hangzhou and Nanjing, where he is also Adjunct Professor at Nanjing Normal University. PLC regularly provides professional development workshops in Australia for visiting Chinese provincial leaders and school leaders.

Indian Subcontinent and Malaysia
Phil Lambert Consulting has provided various services to India, Sri Lanka and Malaysia including professional learning sessions for principals and Ministerial staff, and workshop sessions on a range of topics. Dr Lambert has also provided keynote addresses at major conferences for educational leaders in these respective countries.

The Netherlands
Phil Lambert Consulting was enegaged by the OECD and the Netherlands Ministry of Education to provide training and guidance for Ministry of Education staff, and curriculum and assessment officers in mapping of The Netherland’s curriculum and teaching resource materials using the OECD’s Education 2030 competencies to identify targeted areas and gaps.

Lithuania
Phil Lambert Consulting has provided workshops for Ministry officials, curriculum officers and professional associations on curriculum development and implementation, supporting the preparation of the revision of Lithuania’s national curriculum. Dr Lambert has also addressed principals, academics and system leaders to promote the directions taken by the Ministry.

Brazil
Phil lambert Consulting has been engaged by the Ministry of Education in Brazil and various agencies across Brazil to provide advice and guidance on Brazil's national curriculum and the reconstruction of the senior secondary curriculum model (grades 10-12). PLC has been involved in training of curriculum officers in embedding key competencies in curricula and related assessment strategies. Dr Lambert has also provided formal presentations to the Senate and to the nation’s Education Council. Other projects have included keynote presentations at BETT Brazil, the largest education conference in South America, and presentations for Unibanco Brazil and Instituto Lemann. Dr Lambert is also a Director on the Board of Instituto Reuna, a high quality deliverer of teacher support materials and professional development programs across Brazil.

G20 Education Dialogue and Global Education Leaders Partnership
Phil Lambert Consulting has been engaged to present and provide advice and expert opinion at two recent G20 Education Forums held in Beijing, China joining representatives from the twenty G20 countries. Dr Lambert also contributes to the ongoing work undertaken by the Global Education Leaders Partnership (GELP) with the most recent GELP seminars hosted by Google in Tokyo, Singapore and Jakarta.

Kazakhstan
Phil Lambert Consulting led training and guidance for Ministry of Education staff, academics and curriculum and assessment officers in 21st Century competency development in curriculum and assessment practices. Dr Lambert also undertook a review of teacher education (Master of Education) courses in Astana to align policy intentions related to the nation's teaching and learning reforms with teacher education programs.

Qatar
Phil Lambert Consulting has led training and provided guidance for Ministry of Education staff, and curriculum and assessment officers in the development of Qatar’s national curriculum based on a curriculum benchmark report and gap analysis of Qatar’curriculum and performance data. Dr Lambert also developed a quality assurance framework for the Ministry to support its monitoring of policy implementation and fidelity of school-developed resources and approaches with the new curriculum.

Kingdom of Saudi Arabia
Phil lambert Consulting has been commissioned by the Kingdom of Saudi Arabia's Ministry of Education to provide benchmarking and literature review reports on innovative pedagogical approaches, school evaluation and coeducation. Dr Lambert has povided expert advice to His Excellency the Minister for Education and senior advisors on policy directions globally; and PLC is currently supporting the establishment of the Kingdom's new National Curriculum Centre and the development of the Kingdom's new innovative national curriculum.

United Arab Emirates
Phil Lambert Consulting was engaged by the United Arab Emirates (UAE) and the OECD at the request of the Ministry and Abu Dhabi Education Council, to undertake a review of senior secondary education. PLC was contracted as the curriculum and learning materials lead expert on the review team. A report on the review, which examined the alignment between vision and policy intentions and curriculum, assessment and learning materials, was presented to the UAE Minister of Education. Additionally PLC provided a training program for school leaders and senior officials from the Ministry of Education in the Emirate of Sharjah on school-based evaluation and quality improvement.

Australia
Phil Lambert Consulting has been engaged by different agencies and jurisdictions in Australia to support their respective reforms and directions. These engagements have included most recently for Tasmania's Department for Education, Children and Young People undertaking an audit of the state's senior secondary curriculum; reviewing draft curricula developed by the South Australian Department for Education; providing frameworks for Quality Schooling and for priority competencies for the Sydney Catholic Office; undertaking a review of Broken Bay Catholic Office's equity programs; and auditing Independent Schools NSW's suite of education programs and courses and co-leading the review of the organisation's Experienced Teacher Recognition Program. PLC was also engaged to guide curriculum managers from the Australian Curriculum Assessment and Reporting Authority (ACARA) in developing the core learning area concepts for the revised Australian Curriculum, and provided a literature review report on handwriting v keyboarding to inform the ACARA Board's determinations for online writing components of the national assessment program.
